For the last few years research, extension, and instruction proposals coming from FAES (including OARDC, OSUE, and GF) have been reviewed by OSURF Annex staff and department Chairs/Associate chairs with the final academic approval coming from the Chairs/Associate Chairs. An analysis of funded proposals over the last year showed that faculty, departments, and the College could have been enhanced ttheir resources by at least $150,000 by paying more careful attention to details in completing the Authorization Form (PA - 005). For example, incorrect department/ organization numbers have been used, credit and recovered indirect costs have not always gone to all of the appropriate departments, and departments, the college , and OARDC have sometimes incurred unplanned for expenses.
To address this problem, beginning September 1, 2001, all Columbus/Wooster FAES proposals (including OARDC, OSUE, and GF) should follow the following protocol:
1. Faculty complete proposals submit budget and PA-005 to OSURF Annex. OSURF Annex staff will provide assistance with the budget or develop a complete budget if the basic information (e.g., graduate students, postdocs, etc.) is received at least one week prior to the due date.
2. OSURF Annex staff (Howard or Finch) returns budget review to faculty via e-mail with a copy to Director's Office representative(s) (John Allred in Columbus and Bill Ravlin in Wooster).
3. Faculty signs PA-005 and other appropriate forms specific to the proposal.
4. Department Chair/Associate Chair reviews proposals and signs PA-005.
5. Do representatives reviews proposal and signs PA-005.
6. Proposal submitted to sponsor by faculty or OSURF Annex staff. A proposal (and copies) can be submitted by the OSURF Annex staff if it is received at least one week prior to the due date.
We hope that this process will expedite and streamline extramural proposal submission. As always, the OARDC officers in Columbus and Wooster are open and available to answer questions and assistant faculty on getting proposals submitted in a timely fashion.
