Guidelines for Completing the Authorization to Seek Off-Campus Funding (Form PA-005)

When completing the PA-005 it is very important to accurately indicate the  DDRS%  (Direct Department Research Support) for two reasons.

1.      The DDRS% determines the distribution of indirect costs (i.e., the amount of money) returned to departments.  The DDRS% should reflect the distribution of effort for a given project.  It is not related to academic appointments (i.e., General fund, OARDC, Extension).  If the research is done on the Wooster campus or a branch station, 100% of the indirect costs are returned to OARDC. This is because the Wooster campus and the branches are responsible for all maintenance costs, utility costs, and other research support services.  Twenty-five percent of these indirect costs are then returned to departments or units.  If the research is conducted on the Columbus campus, then 94% of the costs are returned to OSU for maintenance and utilities and 6% is returned to the originating department.

2.      The DDRS% is used to account for each project and give credit to the appropriate unit (department or program) for federal accounting requirements and it is used to calculate extramural grant activities for reports.  This is important because the Agricultural Experiment Station (OARDC) is required to report grant activities to the USDA and to match federal formula funds given to Ohio State University.  In addition, it is essential that we present the best possible (and accurate) picture of granting activity to the State legislature and our stakeholders.

Below are three examples that should help to complete the PA-005 (Section 4. OSU Principal Investigator(s)) correctly.  If you have an OARDC appointment there are two lines to fill in (see below).  The 56## Department number always appears on the first line and the 11## on the second.

Example 1.  Research conducted in Columbus

Name Title Dept./Center  Dept. # DDRS%
J. Doe Professor Dept. Name 56## 0
J. Doe Professor Dept. Name 11## 100

Example 2.  Research conducted in Wooster or an OARDC branch.

Name Title Dept./Center  Dept. # DDRS%
J. Doe Professor Dept. Name 56## 100
J. Doe Professor Dept. Name 11## 0

Example 3.  Research conducted in Columbus (60%) and Wooster (40%).

Name Title Dept./Center  Dept. # DDRS%
J. Doe Professor Dept. Name 56## 40
J. Doe Professor Dept. Name 11## 60
